 To confirm: did you test using a current version of IIS?

 The `cnc.bc.ca` server appears to be on IIS 10 now and the
 `blogs.cnc.bc.ca` appears to no longer be active.

 To fix this ticket, I think we need to reestablish whether it can be
 reproduced in IIS 10, as there may be path handling issues that have been
 resolved.

 It may also be okay to close this as maybelater pending additional
 reports.
