 This ticket looks like a first step toward a larger feature request for
 improving plugin handling in the network admin.

 Personally, I would not go this route with small individual changes.
 Instead, I would prefer to think through a complete solution from the
 beginning. That way, we can avoid design issues later on and have a clear
 direction.

 There are also plugins that are exploring this area and adding useful
 enhancements. It could be a good idea to experiment with those first, and
 later move a well-tested feature into core.
