 I don't think the 80/20 rule should apply to OEmbed providers; it's never
 going to be realistic to consider that a service needs to be of use to 80%
 of users; that would prevent us from ever supporting a lot of extremely
 valuable services.

 Not having a browseable library also doesn't make a difference, as
 @swissspidy mentioned. It's a minor barrier to testing - if the test
 samples in the ticket go away, we'd need to create accounts to be able to
 test; but this isn't that much of a problem.

 Also, @dustintechsmith - we don't currently have a release date for
 WordPress 6.9, which is probably the soonest this would go in - it's an
 unlikely candidate for a minor release. We're not in a rush to resolve
 this because it's not imminent.

 My testing of this PR yielded inconsistent results; the media URLs
 included in the original ticket weren't working. Is this expected? Are
 those resources not using the updated specs?
