The owner of the media (or anyone with the link) has the option to share a
specific image or video with others using the direct link.

A public library or feed is not a prerequisite according to
https://make.wordpress.org/core/handbook/contribute/design-decisions
/#adding-new-oembed-providers, last I checked.
The only thing that comes close is the popularity/mainstream requirement.
