Comment:

 Note that `wp-polyfill` was removed in #60962.

 As for `wp-embed`, performance of this has improved with the introduction
 of `defer` in [56355]. It is also now conditionally enqueued as of
 [52132].

 So I think this ticket is now largely obsolete and a new ticket should be
 opened with any new specifics to be actioned.
