Comment:

 To test:

 Open the customizer. Navigate through the controls using the `tab` key and
 select any subsection. Navigate backwards using `shift + tab` to reach the
 back button and close the section.

 1) You should not have an invisible tab stop because the back button is
 still focusable while hidden.
 2) You should be able to focus and activate the back button.
