 Customize: Use explicit labels in hue picker.

 Add `for` and `id` attributes to the customizer hue picker, so labels are
 explicitly associated. Move picker outside of `label` element. Add `label`
 value for Twenty Seventeen, Twenty Nineteen, and Twenty Twenty.
