 === Description
 The pullquote block is not displaying its border correctly across various
 classic themes. In some cases, the border does not appear at all, while in
 others, it shows a different color than the one selected in the editor
 settings..

 === Environment
 - WordPress: 6.9-alpha-60093-src
 - PHP: 8.2.28
 - Server: nginx/1.27.5
 - Database: mysqli (Server: 8.4.5 / Client: mysqlnd 8.2.28)
 - Browser: Chrome 138.0.0.0
 - OS: Windows 10/11
 - Themes: Twenty Fifteen 4.0, Twenty Seventeen 3.9, Twenty Nineteen 3.1,
 Twenty Twenty-One 2.5
 - MU Plugins: None activated
 - Plugins:
   * Test Reports 1.2.0

 === Steps to Reproduce
 1. Add Pullquote block in page
 2. Add quote and citation text
 3. Now, change its border color from block border setting
 4. Save the changes and publish the page
 5. View the editor side & front-end side

 === Expected Results
 1.  ✅ Applied setting should be reflected in front and admin side. In
 this case border and border color should be same on front and editor side.

 === Actual Results
 1. ❌ In some classic themes, the border does not appear at all. In
 others, the border appears with a different color than what is set in the
 block settings in the editor.
