I have also come across 2 somewhat related tickets that may be useful
here:

without reassigning should have clearer messaging about the implications
- [https://core.trac.wordpress.org/ticket/26195 26195]: Deleting users
asks for reassigning posts even when there is no post/comment.
I think there is an ongoing theme that we need to make this page clearer
about what is happening, and one suggestion raised in
[https://core.trac.wordpress.org/ticket/23361 23361] was about putting the
counter within the label of the post type when re-assigning the posts.
Also disabling the field when there are no posts present. I think this
suggestion, combined with the above patch could make for a really clear
structure on this page, and just help an admin user to make a more
informed choice during this process.
