 Tests: Re-enable the test for recommended PHP version in `readme.html`.

 This test verifies that the WordPress `readme.html` file recommends a PHP
 version that is actively supported.

 As of WordPress 6.9, the recommended version of PHP is 8.3 or greater.

 Follow-up to [52260], [54074], [60437], [meta14480].
