Comment:

 I'll close this as 'reported-upstream' because at least part of it was
 reported on the Gutenberg repository.

 The Gallery block images can be reordered with drag-and-drop, either by
 sorting the inner Image blocks in List View or by dragging a small area in
 the block toolbar for each image (as shown on
 [https://github.com/WordPress/gutenberg/issues/34827 GB34827], about
 improving the experience).

 If you have more to add, please comment on one of the Gutenberg issues or
 open your own issue there.
