 Would you be able to suggest a keyword(s) which you've seen this with, and
 which plugin you expected to appear?

 Can you confirm that it worked when searching on
 https://wordpress.org/plugins/search/ ?

 While search results do change day-to-day, unless the query is somewhat
 unrelated to the plugin you're looking for it shouldn't be as visible as
 you're suggesting.
