 @vidugupta WordPress has removed `target="_blank"` from many links in the
 admin area.

 However, clicking links on a Settings page—and returning to the
 Settings—can make you lose any changes to the form. #40493 added a JS
 confirmation before navigating away from the profile page, and that could
 be appropriate for Settings pages too.
