Comment:

 Thanks for the discussion @richtabor.
 Concerning accessibility, it was discussed during the previous
 accessibility scrub and it was stated that this change wouldn't probably
 affect accessibility (but we'll want to make it sure during this release
 cycle).

 Concerning third-party plugins, I actually tested about 10 plugins from
 the top 20 on dotorg, and didn't noticed anything. I think the conclusion
 of a broader plugin testing analysis whould probably be very close to the
 conclusion of the tests I made during WP 5.3 Admin Components
 accessibility redesign: https://make.wordpress.org/core/2019/10/15/report-
 wp-5-3-admin-css-changes-tested-against-top-20-plugins/ (TL;DR: plugins
 which use core/native components will adapt fine ; plugins with very
 custom components or settings pages will probably override this background
 color as they already do today.
