 I was unable to reproduce the issue you're mentioning. I was able to see
 the list of all the authors when editing -

 Environment info -
 - WordPress: 6.7.1
 - PHP: 8.1.29
 - Server: nginx/1.16.0
 - Database: mysqli (Server: 8.0.16 / Client: mysqlnd 8.1.29)
 - Browser: Chrome 132.0.0.0
 - OS: macOS
 - Theme: Twenty Seventeen 3.8

 I suspect there might be a plugin conflict causing this issue, but perhaps
 if you could provide some more info on the environment you're running on,
 we might be able to diagnose the problem.
