Comment:

 I am going to give this some design feedback at least to try and unblock
 that piece. First, I agree that having a close / remove option is good.
 This in my mind should remove it for that user though and that might be
 the issue here:

 - Is there removal per user?
 - Is the removal per site?

 I like what others have said that it's not like this feature isn't there
 it's the discoverability that is an issue. I also have strong feelings
 about a line of actions like the screenshot shows and us avoiding that
 where possible. It is very confusing which one does what.

 So, I think the solution is how do we make it more visible you can remove
 not add visual burden to the area. I am not sure an admin notice does that
 though, but wiling to be convinced. I think iterations and wider thinking
 on the dashboard in general and the buttons/interactions might be
 worthwhile. The notice though works as a quicker fix perhaps.
