 @desrosj Thanks, that makes sense!

 Ideally we would fix this so that the workflow would first check if
 there's already a record for the commit and then either not send it or
 overwrite the original record. But since this only happens in very
 specific situations like this (rerunning an already partially successful
 workflow), it's probably not the highest priority.

 I created a tracking issue #62844 for it in any case.
