Comment:

 I feel this has design feedback, and now it is about getting it actioned
 or combined with other issues. Because we have a lot of design feedback,
 let me try and see what accessibility input we can get based on
 @hedgefield's recommendations here:
 https://core.trac.wordpress.org/ticket/44391#comment:8. @afercia and/or
 @joedolson, perhaps you can give us some input.

 I am however moving it out of being blocked by design feedback because it
 has a lot of that opinion and now it should move to patch and seeing what
 we have.
