 need to be concerned about cases where image resizing is being handled by
 an external service, like Photon. In those cases, do we still want to
 limit uploads by what the application server is able to edit?


 We already limit uploading unsupported filetypes in the media library, the
 goal here is to match that behavior in the block editor uploader.

 Services that want to offer support for additional upload types the server
 doesn't support can use the existing `upload_mimes` filter to enable them.
