 Hi

 I can reproduce this but only if I start on 6.6.2 and upgrade to 6.7.1.
 I am not sure how to troubleshoot it further.
 If I use one of my fresh 6.7.1 installs, I can not reproduce it.

 @youknowriad may it be related to
 https://github.com/WordPress/gutenberg/pull/62274 ?
