Comment:

 WordPress 6.4 had added the theme's border width in `wp-block-pullquote-
 inline-css`, which put it before the thicker border in `wp-block-
 pullquote-theme-inline-css`.

 Since WordPress 6.5, the theme's styles have been added in global styles,
 and the block displays correctly with Twenty Twenty-Two.
