Comment:

 Hi @pikamander2, as @azaozz noted this is how it works currently. Since
 this doesn't appear to be a bug in WordPress and is/was perhaps an issue
 with the environment, I'm going to close this ticket to help clean up
 Trac. Feel free to reopen if you can provide reproduction steps showing
 this is a bug in WP itself.
