Comment:

 IMO this is good to commit. Will give a bit of time in case other folks
 want to chime in.

 Note that I'm also adding `needs-dev-note`, as the new API functionality
 is primarily relevant to plugin developers so that they can improve
 performance of how their plugin registers blocks.
