 I tried to replicate this on trunk with twenty-twenty-one and am able to
 update the site icon in both locations using the following steps:

 1. Choose an icon on `wp-admin/options-general.php` and hit save. See the
 correct icon referenced in the code on the homepage.
 2. Navigate to `wp-admin/customize.php` and update the icon. Hit publish.
 See the new icon referenced in the code on the homepage.

 Are you able to replicate this with all plugins deactivated while using
 one of the default themes?
