 [https://github.com/WordPress/wordpress-develop/pull/270 PR 270] (for the
 source code changes) and unit tests.

 Used the same setup and testing instructions as [comment:36 my block theme
 test report], expect for 1 extra set up step:

 1. Install and activate a classic theme such as Twenty Nineteen theme.
