 Splitting from #61652

 Mobile devices can open the full keyboard for datetime text fields when
 they only accept digits (day, year, hours, and minutes). The fields could
 indicate a numeric `inputmode`.

 The `touch_time()` function is used in Comments, Quick Edit, and the
 Classic Editor.
