 I think we want to allow installing from a URL if it is a
 downloads.wordpress.org URL. Otherwise, we should accept a zip upload.

 My thinking here, is that it more closely matches what we actually do in
 WP-Admin. We don't allow for users to download a plugin from an arbitrary
 URL, but instead they can upload a zip. This also gives a better chance
 for hosts or others to do a security check on the uploaded zip.
