Comment:

 Given the state of Post by Email where the impetus is trying to get it out
 of Core due to lack of maintenance (hasn't worked in years), this
 functionality, while useful, seems better served in a plugin. There's a
 couple plugins on the Plugin Directory that offer this functionality
 currently, and they seem to serve the purpose well.
