 Looking more deeply at the UI, it is by design.

 Clicking on "Link" opens the popup which says:

 >Customize the last part of the URL.

 Looking at the [https://wordpress.org/documentation/article/page-post-
 settings-sidebar/#permalink "Learn more" docs]:
 >{ermalink: Once your post or page is saved as a draft, you can edit the
 last part of the URL (also called the URL Slug). Depending on your
 Permalink settings, the URL Slug will be appended to the end of your
 site’s URL. For example: https://example.com/[slug]

 Thus, only the slug for the post/page being edited is shown by design as
 that's the part that can be edited. The absolute URL is shown in the popup
 box.

 Marking this ticket as a `close` candidate as I'm thinking it's not a bug,
 but rather a design decision. Will wait for confirmation from the Editor
 team.
