 Thanks for your contribution!

 However, this was intentionally set up in this way in #56594, to improve
 the proximity of related menu items, as part of the overall task in
 #40822.

 That doesn't mean that there aren't improvements that can be made; but
 currently the major prevention for accidentally deleting a menu is the
 prominent browser alert confirming the action, so that the deletion
 requires two steps to actually occur.

 For now, I'm going to close this as a wontfix, since it was very much an
 intentional choice; but feel free to continue the conversation.
