#61945: Block Bindings: Add `canUpdateBlockBindings` editor setting

Comment (by cbravobernal):

 Feedback we received:

  - Custom fields are behind an advanced panel, in block editor settings.
Block bindings, as are quite related so it is an advanced feature.

  - The block bindings interface is using the ToolsPanel. Removing bindings
needs to use the "reset" button. Is a common editor interface, but is
easier to understand you are resetting styles than resetting connections
 per attribute.

  - Some devs may not want their site admins to edit block bindings. Link:

  - Concepts like attributes, custom sources, custom fields, may be too
 developer focused.

  - There were more than 20 comments discussing the interface with design,
that gave us an impression of being too technical.

Apart from that, I agree that giving the same permissions as the custom
meta fields is the way to go.

The feature flag has been enabled for a month or more, and we didn't get
more feedback, I think now is time to give more visibility and be ready
 for Beta 1.

@santosguillamot won't be able to answer until next week I'm afraid.
