 Currently the style book is attached to global styles in the site editor,
 which is only available to block themes. There's a discussion in
 https://github.com/WordPress/gutenberg/issues/41119 about making it
 available to classic themes, and ongoing work in Gutenberg.

 This ticket tracks the core changes needed for this work to proceed.
