 With Classic Editor active for the post:
 - ✅ Checking the "Uncategorized" category does not automatically
 **check** categories with IDs beginning with `1`.
 - ✅ With categories whose IDs begin with `1` checked, unchecking the
 "Uncategorized" category does not automatically **uncheck** them.

 Confirmed issue does not surface with block editor active for post.
