 I believe more rapid progress can be made on an onboarding framework by
 working on smaller pieces and building towards a complete solution.

 Given this I think the first discussion that needs to happen is how much
 of the onboarding process should be designated by core. Should core have a
 starting point (like the previously proposed filter) and allow the plugin
 devs greater latitude in shaping their respective onboarding experiences
 or should core be more opinionated as to this process?
