Interesting suggestion with showing something ''after'' upload.
Originally I thought about a one-time modal ''before'' upload, and then
storing the preference for later. That works well in the editor (where we
have a preferences view and can easily display such notices), but not in
the old media library.
Also, I feel like a (before-upload) notice works best when we can do the
conversion in the browser and not on the server.
So for a server-side solution like here, my vote actually goes to "just do
it, don't tell" - do not show any notice. There could be PHP filters for
changing that behavior, as I don't think this warrants a checkbox on the
settings page though (decisions, not options).

Well it would happen even before you choose a size. You drop the file into
the browser and on the server we would immediately convert.
