 Plugins I've tested with the patch (test reports in the ticket):

 * Single plugin with onboarding ✅
 * Plugin that depends upon a plugin with onboarding ✅
 * Multiple plugins that depend upon a plugin with onboarding ✅
 * Single plugin with redirect to a settings or welcome page ✅
 * Single plugin with no previous redirect ✅
 * Plugin requiring a plugin with no previous redirect ✅

 The patch works as expected.

 Confirmed it has the same end-result behavior as #61269 ✅

 What is the end-result behavior?
 * Restores the ability for plugins to auto-redirect to take users to the
 next step of configuring the plugin for live usage.
 * If other plugins to add, users need to navigate back to Add Plugins UI
 to continue in the PD workflow chain.
