 After talking with @costdev (who will follow-up shortly with his
 thoughts), thinking there's confusion between the filter and the workflow
 behavior.

 This filter does not ''drive the behavior''. It's a configuration entry-
 point that Core will use.

 Thinking Core and user behavior should not be part of the filter's
 docblock. Instead the filter's doc should focus on its purpose and how to
 register plugin configuration data with it.
