 I'd recommend changing "will not be reused" to "may not be reused". Why?
 Decisions have not been finalized on what may or may not happen with the
 onboarding framework in relationship to the workflow of install > activate
 > configure.

 Going into this ticket, the `url` is currently being considered to remain,
 but ''may'' change as the workflow experience evolves.
