 [https://github.com/WordPress/gutenberg/pull/21234 development], I am not
sure when it will come to WordPress Core but you can already use it by
installing the "Gutenberg" Plugin, the Gutenberg Plugin makes it possible
for everyone to test/use features, that will come to WordPress Core
 eventually, early.

I have installed the gutenberg plugin and see the table of contents block
as you said. My question is this block has been in development for 4 years
and is still not added to WordPress core. I think this block is complete
because it's been 4 years. There are currently a total of about 1 million
active installations of Table of Contents Plugins, which is quite a large
number, and if WordPress integrated a table of contents into its core,
many websites would be lighter because they no longer had to install
 plugins.
