 Docs: Add a note that the `who` parameter in `WP_User_Query` is
 deprecated.

 Any usage of `'who' => 'authors'` should be updated to use capability
 queries instead.

 Includes documenting the capability query parameters in
 `wp_dropdown_users()`.
