 I think an opportunity presents itself here to explore combining the
 install and activate flows and consider whether this would better serve
 80% or more of end users, many of whom are non-technical.

 What are the current use-cases for having the install and activate flows
 as separate clicks? Could these use-cases be served by a dedicated plugin
 instead?

 If we could combine these flows, I think the proposed onboarding framework
 and disabling of the redirects becomes easier for plugin devs to accept.
 The combined flows would produce the same amount of clicks to start the
 plugin onboarding as that seen in previous WP versions. Using App Store
 parlance mentioned here previously, these clicks could be:

 * Get: performs the install and activate flows.
 * Open: starts the plugin onboarding (if the plugin uses the WordPress
 filter to register a URL)

 For WooCommerce, this would return the plugin back to the 6.4 behavior of
 needing just two clicks for the user to start the Woo onboarding. For
 simpler plugins, users would only require a single click to have the
 plugin completely ready on the site.
