 Yes, that's the same as what I observed in comment 11, above. I'm unsure
 whether that should be resolved in Gutenberg or in core, however.

 Overall, it seems like a larger issue about whether or not changing the
 mechanism for saving that information is a good idea at all, but this fix
 would resolve the accessibility problem and better future-proof the code
 immediately, without preventing any future changes to fix the issue with
 the site logo block's behavior.

 I think that changing the site logo block behavior should be a separate
 ticket, and this one should move forward as is.
