I am also in agreement with the idea of combining the "Install and
Activate" steps into a 1-step flow. And the filterable titled "Open"
step-2 makes sense which plugin developers could hook into for initiating
set-up wizard onboarding flows. This feels familiar to how apps work on a
phone, which makes intuitive sense, especially for new WordPress users.
If a user gets distracted or doesn't notice the open step after
activation, ideally the next refresh could still trigger the wizard for
the just activated plugin if it has one.
Having a secondary "Install Only" option would be good to have too. For
example, if a user is switching from one plugin to another that does
similar things, the user may want to install the replacement plugin, but
not activate it right away. This could be solved by moving the "More
Details" link somewhere else on the card, and using that space directly
below the "Install and Activate" button for an "Install Only" text link.
