 Hi there and welcome to Trac!

 If a page builder plugin takes over the editing experience, its their job
 to disable the block editor if there is a conflict.

 WordPress itself does provide an option to turn off the block editor in
 form of the [https://wordpress.org/plugins/classic-editor/ Classic Editor]
 plugin. Classic Editor is an official WordPress plugin, and will be fully
 supported and maintained as long as is necessary.

 It's a conscious decision by the project to offer this in form of a plugin
 instead of yet another toggle on a settings page. There are currently no
 plans to change this.
