Comment:

 I feel like this is a good candidate to close as wontfix. We've spent a
 good number of years since it was opened, pushing for the block editor
 experience, and if someone is happening to use the Classic Editor plugin,
 posts are going to get `classic-editor-remember` meta data by default,
 negating the potential of empty headings.
