 In #60095, the `.env` and `docker-compose.yml` files for the 6.2-5.8
 branches were updated pin specific versions for `LOCAL_PHP` and
 `LOCAL_DB_VERSION` to ensure the local Docker environment continued to
 work as expected.

 The tests never broke for branches < 5.8, but they all need to be updated
 to ensure the local Docker environment works correctly.
