 This issue was resolved [https://github.com/WordPress/blogger-importer
 upstream] with [https://github.com/WordPress/blogger-
 importer/commit/0b6d5665cae986db831a26dcd9624cf36d689f40 commit 0b6d566],
 which conditionally loads the deprecated `class-feed.php` (and
 subsequently `class-wp-feed-cache.php`) only for WP versions before 4.7.
