 Please avoid editing `wp-load` or other core files, even for a quick fix.
 I reproduced the errors by replacing the `default-filters` file in my
 local 6.2 installation with the file from comment:25, and then I

 removed the Footnotes block actions] in a custom plugin (as
 [https://developer.wordpress.org/advanced-administration/plugins/mu-
 plugins/ must-use] so it did not need activation).
