 For one site that was affected by this problem, I looked in a backup of an
 old version of the site.
 In that version (v6.2.3), there was a definition of the function
 _wp_footnotes_kses_init() in the file wp-includes/blocks.php.

 So it may be the case that the problem is not that a reference to that
 function was added in wp-includes/default-filters.php, but that the
 definition of that function was removed from wp-includes/blocks.php.

 That particular site had no wp_local_package line in wp-
 includes/version.php, and is set to be "automatically kept up to date with
 maintenance and security releases of WordPress only".
