 I don't think the zips have an incorrect file. The automated update
 doesn't include the same default-filters.php file that is included when
 updating the files manually. The automatic update files do not pass
 checksum verification in wp-cli which means they have been altered or are
 not included in that release. When you manually download the files the
 proper file is included and the fatal errors go away.
